されうる is a combination of される and うる, an auxiliary verb that expresses potentiality.
I'm not sure how common it is, but given the translation, it doesn't seem like a typo.

My bad then.
I never ever encountered or heard of that form before, but made similar typos countless times.
It's definitely a niche case however.

A bit niche, though not rare. うる is the 下二段 variant of 得る(える), and to my knowledge the only surviving lower bigrade verb whose usage isn't regarded as archaic.
I checked the ngram count of されうる out of curiosity and it returns ~50k usages.
But if I'm being honest it would've probably confused me too at first.

The example sentence is wrong, has a typo
It should be この港は封鎖される, without the extra う.
The issue seems to be present in the EDICT file, used by other dictionaries as well.
